Background Papers
In preparation for the first Commission meeting, the Commission staff prepared a number of background papers. Each paper addresses a different aspect of the foster care system, paying special attention to the courts and financing systems.
Commission Meetings
The Commission held six meetings throughout the country to hear from foster and adoptive parents about their experiences with the foster care system, caseworkers from public and private agencies, and discuss financing and court oversight of child welfare.
